Boat Transfer Process

HMYA provides assistance to members in processing boat ownership transfers by working with a qualified broker. Note: You may choose to transfer the boat ownership yourself by working directly with the  Transport General Authority (TGA) and Coast Guard (CG) which may require you to take your boat to the CG office for inspection.

Boat Transfer Process:    

Have the boat inspected by the fleet captain and get a signed Q Form to insure it is seaworthy before selling / buying the boat. No transfer can be processed until the inspection is passed by the fleet captain.

The boat registration must be valid for more than five months to transfer the boat, otherwise registration renewal must take place before the transfer (sale). Transfers of boats that still have old boat documents (Booklets or cards) require th
e boats to be registered in the new automated system (see Boat Registration Services and Boat Renewal Process sections), in addition to the requirements below. 



Document to be completed by the seller/s and buyer/s

  • Bill of Sale: A TGA official form in Arabic used for boat ownership transfer (selling / buying a boat).  Seller/s and Buyer/s as well as remaining owners of a multi owner boats (classified as buyers) must sign the Bill of Sale. The Broker and/or the Registrar will assist in completing the Arabic form for Non-Arabic speaking members. The Bill of Sale must also be signed by two witnesses who will also insert their names and government id number. It is the sellers' responsibility to have the completed and signed Bill of Sale form stamped by Saudi Aramco HR.
  • The following form is also to be completed by the buyer. 
    Documents Provided by the Buyers/Remaining Owners:
    • Broker letter of authorization for representation by a Saudi Broker to TGA and CG. This letter must be completed and signed both in Arabic (for Saudi members) and English (for Expatriate members). The Broker and/or the Registrar will assist in completing the Arabic side for Non-Arabic speaking members. It is the buyers' responsibility to have this letter stamped by Saudi Aramco HR.  Buyer form (for sales/transfers of boats)
    • Three copies of the Government issued Id card and Saudi Aramco ID card on the same sheet
    • Letter of employment certificate in Arabic (to whom it may concern and no salary needed) – all
    • For power boats only, a Copy copy of the License to Sail, if available. If not available, then a License to Sail must be obtained as part of the transfer process (after the issuance of the Certificate of Registration)


    Documents Provided by the Sellers
    :

    • Broker letter of authorization for representation by a Saudi Broker to TGA and CG. This letter must be completed and signed both in Arabic (for Saudi members) and English (for Expatriate members). The Broker and/or the Registrar will assist in completing the Arabic side for Non-Arabic  speaking members. It is the seller's responsibility to have this letter stamped by Saudi Aramco HR.
    • Seller form
    • Coast Guard form requesting the letter of "No Objection". The seller enters his mobile number and signs the form and the Broker / Registrar will complete the rest of the information in Arabic. It is the sellers responsibility to have this form stamped by Saudi Aramco HR.
    • One copy of the Government issued Id card and Saudi Aramco Id card on the same sheet
    • The White and Green Books, and Pink Book if available
    • Signed Q Form. (HMYA Seaworthiness Check)
    • Transponder card, if required (for a boat length more than 3.6 metres). If a transponder is required for the boat but not available, then a transponder must be purchased and assigned to the new owner as part of the transfer of ownership
